The Administrative Services Department is responsible for the City's financial records, annual budget, user fee schedule, loan programs, payroll and personnel services, benefit administration, and risk management services. The department prepares and collects bills for the City's water and sewer funds, issues business licenses, processes accounts payables and receivables, completes all Federal and State financial reports, services the City's long term municipal bond debt, and maintains the fixed asset inventory. This department provides payroll services to the City employees, administers employee insurance and benefit programs, and shares the personnel function of the City by updating and maintaining personnel policies, files, and job descriptions.
